The MTFA Whistleblowing Channel provides individuals avenues to disclose in confidence and without fear of reprisal, occurrences of possible wrongful practices within or related to MTFA and its subsidiaries for appropriate investigation and action. The channels are independently managed by the Audit Committee.

Note to staff and residents: Grievances from internal parties (staff and residents) should be raised in the following sequence first:

  1. Reporting Officers/Home Guardians (RO/HG)
  2. Department Head
  3. Executive Director (ED)

In the event these management personnel are unable to assist or rectify the situation, internal parties may proceed to submit the whistleblowing form for intervention by the MTFA Council of Management.


I) Criminal offences, unlawful acts, fraud, corruption, bribery and blackmail;

II) Failure to comply with legal or regulatory obligations;

III) Misuse of the MTFA and its subsidiaries funds or assets;

IV) Breach of Group Policies and Code of Conduct;

V) Misuse of confidential information;

VI) An act or omission which creates a substantial and specific danger to the lives, health or safety of the employees or residents or the public of the environment;

VII) Unsafe work practices or substantial wasting of MTFA and its subsidiaries’ resources;

VIII) Abuse of power by an officer, Council Member and Member of the MTFA; and

IX) Concealment of any of the above.

To encourage responsible use of the whistleblowing channel, you should identify yourself and indicate your name and contact details in the report. Your identity and the concerns or irregularities raised by you will be treated with confidence and every effort will be made to ensure that confidentiality is maintained throughout the process. In reporting any unethical, fraudulent or corrupt activity, you shall, to the best of your ability, ensure that the information you provide is accurate.

Your report should provide the following information where possible:

  • Name(s) of person(s)/organisation(s) involved;
  • Briefly describe the misconduct / improper activity what, who, when, where and how you know about it;
  • Frequency of occurrence of the incident;
  • Details of any witnesses and evidence you know of;
  • Value of any money or assets involved; and
  • Any other information that may substantiate the concern.

All instances of whistleblowing will be reported to the Audit Committee.


The Whistle-blower or any person related to or associated with the Whistle-blower shall be accorded with protection from any Detrimental Action within the MTFA as a direct consequence of the disclosure provided that the disclosure is made in good faith.

Additionally, the identity of the Whistle-blower and such other Confidential Information shall not be disclosed save with the Whistle-blower’s consent or otherwise required by law. The Whistle-blower protection conferred under this Policy is not affected notwithstanding that the disclosure of the Improper Conduct does not result in any disciplinary action of the person against whom the disclosure was made.


The MTFA reserve the right to revoke the Whistle-blower protection provided pursuant if it is of the opinion, based on an investigation that, among others:

i) The Whistle-blower himself has participated in the Improper Conduct disclosed, except in instances where:

a) The participation was under duress; or

b) In the view of the MTFA, the participation could be justified under the circumstances.

ii) The Whistle-blower wilfully made a material statement which he knows or believes to be false or did not believe to be true;

iii) The disclosure of Improper Conduct is frivolous and/or vexatious.

The Whistle-blower shall be informed of the result of any investigation and/or any action was taken by the MTFA in respect of the disclosure.


Can I remain anonymous?

You may choose to raise your concerns anonymously. However, concerns expressed anonymously may hinder follow-up clarifications and investigations. Whistle-blowers are encouraged to identify themselves where possible to facilitate the investigation process.


Can I share the details of the report with anyone outside the MTFA Whistleblowing Channels?

All information disclosed should be kept confidential and not shared.


Do I get any rewards for reporting misconduct / improper activity?

No, there is no reward for reporting misconduct/ improper activity.


Will there be an investigation process after each report is made?

We will assess the information received and decide on the action required.


Will I be involved after I report an incident?

We may contact you for more information if you have provided your contact details. If you have any new or additional information or would like to make any amendments to your report, you may re-submit within 3 to 5 working days


Can I conduct my own investigation?

To avoid jeopardising subsequent investigation, the whistle-blower should not proceed to conduct investigation.


Are law enforcement agencies notified of reports made to the MTFA Whistleblowing Channels?

We will assess the information received and notify the relevant law enforcement agencies where necessary and appropriate.
